I would say it would depend on how you see Karma.
Karma is a merely a way of learning..not necesarily a punishment for a misdeed. I do believe that you can karmically bond yourself to someone else, but it doesnt necessarily have to be because you did harm to them. ANY strong emotion can do it, even love. Hence the term soulmates. And also what I like to term as "antisoulmates". Those being people who hold antipathy for you or you them, but they still teach you something of very serious value.
Mine for instance taught me that hate hurts YOU worse than it hurts them..and forgiveness isnt about letting them off the hook, but letting you off of it.
