I've asked a few other techs what they think, and we're all about as stumped as you are as to what could be causing your clients' nails to be so soft. The most common suggestion was that this could be a fungus or allergy to an ingredient in the product, but since she reacted negative to the patch tests, I don't think it's an allergy. But still, I would refer this client to a doctor.
One last possibility...I have seen a few people who have had a bad reaction to nail products containing MMA, with results similar to what you have described here (flaky nails that are extremely soft; partial or complete loss of the nail and so on); could your client have been exposed to MMA somehow?
